Preliminary research in Wisconsin indicates that 90% of the boys entering juvenile prisons from 2000 to 2003 were exposed prenatally to crack or cocaine. Since only about 5% of fetuses are exposed, and half are female, this means that only 2.5% of the population is contributing 90% of the prison population. Further research indicates that most of the children in residential treatment centers and mental institutions were also exposed prenatally to crack, cocaine, or methamphetamines. We will continue to report on this problem.
